A third offer from the La Liga champions worth £60m, including add-ons, has been submitted.
But United are yet to make a bid of their own for Willian, despite Jose Mourinho being keen on a
reunion.
It remains to be seen if the Red Devils will make their move while Barcelona seek a deal with Chelsea.
According to the Daily Mail, though, the Blues are looking to provoke a bidding war.
Barcelona’s previous two offers of £50m and £55m have been rebuffed but a sale is possible.
The Daily Mail add new Chelsea manager Maurizio Sarri would like to keep his talented winger.
However, the lure of Barcelona is appealing to Willian and will prove too strong if a fee is agreed.
Willian fell out with Antonio Conte in west London, and he is still prepared to quit Chelsea despite the Italian’s departure.
During the World Cup, Willian was asked about the prospect of lining up with Brazil team-mate Philippe Coutinho at the Nou Camp.
And he said: “Well, they are excellent players with a lot of quality. In addition to great players, they are very good friends.”
