Macey, 23, began his career at Bristol Rovers but never played for the first team before being signed by the Gunners as a 19-year-old.
He made his Arsenal debut in October 2017 in the League Cup and also played in the Europa League either side of loan spells at Accrington and Luton.
The Gunners have David Ospina, Petr Cech and Bernd Leno already at the club and felt Macey needed a move away to get some regular game time, as he would find it difficult to get much action at the Emirates.
Arsenal announced on their official club website: “Matt, who joined us from Bristol Rovers five seasons ago, moves to the Pilgrims to gain more first-team experience, having already enjoyed loan spells at Accrington Stanley and Luton Town.
“We would like to wish Matt well this season.”
The move will give him an opportunity to impress again in the Championship as he may now need to leave the Gunners on a permanent basis to forge a successful career for himself, as it is likely he will never get the chance at the Emirates.
